This tutorial explains a basic method for adding tabs to a product description page.
As stated within, it is more of a general guideline, which may or may not work with every theme. That said, the New Standard theme has jQuery implementation, and allows for much customization, so hopefully you can integrate this feature into your store with relative ease.
